You need to close & restart the game after enabling 4K and/or Ray-Tracing, or it won't be working. Currently on the PS5 Pro you can play with 4K enabled at 60 fps (previously at 30fps on base PS5), but 4K + Ray Tracing enabled is still at 30fps.
