The Portuguese became of British ally/protectorate and the Spanish lost quite a bit of there colonial nature after the Spanish civil war right before WW2. The French lost the first round of WW2 but when they popped back up. They sought to be more independent of the united States influence. the French kept there colonial possessions longer fought harder to keep them and still retain a great deal of influence in large parts of Africa. for a point of reference to how this relates to the real world: hydrofoils don't make a whole lot of sense past about 40 knots since at about 44 knots you just end up dumping massive amounts of energy into creating a larger and larger vacuum behind the wing, turns out there's a pretty damned good reason the faster ships in so many countries navies all independently stopped getting faster at about that point. ^anything going faster than that 40-44 ish range for a nice streamlined hull in the water is generally either just straight up muscling it's way through the suddenly staggering energy requirements for every scrap of additional speed or doing some sort of fancy physics trick that needs to be specifically calibrated for a narrow range of operational conditions like playing around with how that cavitation re-equalizes and/or creating an air layer. ps: much like with cars the biggest physics problem with muscling your way through the issue isn't generating the requisite oomph it is finding the "traction" to make use of it, there is only so fast you can spin a prop before it just plain doesn't work and it is rapidly loosing efficiency and RAPIDLY destroying itself loooooooong before that point. collapsing vacuums in water hit HARD because water is less squishy than _diamonds_ and does funny things to any energy transfers that don't let it act like a fluid as a result, we're talking "high explosives are relatively gentle" hard, this will rapidly erode basically *any* material and if you're trying to brute force things as hard as they will go it pretty much just turns into using the ship's engine to grind off it's propeller and parts of it's hull.

Any buff in WoWs is multiplicative, not additive. So, after 4 times activation of special captain's talent, his ship's speed increase was 1.08^(4) = 1.36, meaning 36% instead of 32%. Apparently, John was not using speed flag in this game, because his top speed was 56.3 knots, which is 34.5*1.2*1.36 (ship's base speed, speed boost bonus and captain buff respectively). If he had speed flag, his top speed would be 60.83 knots !!!

Just to put things into perspective, if he had the speed flag on, he would be able to keep up with a WW1 biplane fighter...in a ~40.000t cruiser
