That Grom was stock, with 12.9k HP. Chances are that he also hasn't gotten the range upgrade yet. Grom's stock range is 9.93km, and the friendly NM was outside of that, so he couldn't spot the Grom firing.

I don't have the FR-25 but it seemed they conbined the worst features of the Italian and French DDs.

She doesn't feel that way to me. She adds the Italian fuel smoke to the French torpedoes, which gives her almost a Paolo Emilio vibe in the middle tiers. She loses the reload booster, but picks up SAP that allows her to punch above her tier with a little help on spotting.
