It is the flag of a sovereign state and only serves as the flag of a constituent country by virtue of that constituent state not hsving a distinct flag.

Would like to inform all here, of a subdivision of a reservation in the United States (part of the Tohono O’odham Nation) called the Gu Achi District has a flag (same as other districts in the nation). Even though its main components are what is inside the seal, there is still a fairly good amount of symbolism inside and outside of it, and overall I would say it looks pretty nice (even with the text, which is unfortunately there.) If there is any other flags of subdivisions of reservations, please inform me. Would be interested in hearing about them. Only other one I know is Kayenta Township.

As a German my personal top 10 also includes Bavaria. You won't see too many German flags here (or at least not as much as in the US) but in Bavaria this pattern and color scheme is absolutely everywhere. It's definitely the most iconic state flag we have and it's recognized throughout all of Germany (and with the popularity of the Oktoberfest probably internationally as well.) I think you can spot a good flag by how much it is used by the people it's supposed to represent. Only a die hard patriot is going to walk around with a shirt/mask/etc. of the flag of Kansas or Montana but flags like New Mexico, Bavaria or any of the other great flags that were in this survey show that people love having something they can identify with.

Those flags with the Union Jack in the corner are derived from the British commercial navy flag. Wherever they are found, they desperately NEED to get replaced. The Québec's flag is the FIRST original flag of the whole Canada. It predates the current Canadian flag by nearly two decades. 1948 for Québec, 1965 for Canada.

As a Welshman, I'm obviously disappointed that the Wales flag wasn't in the top ten! But good designs here. The only problem with the Tierra del Fuego (same as Nunavut, Zambia, Rwanda) is that the motif is in the fly and not canton. The effect of this is that mostly people never see the motif in the wild as the flag droops. Flag designers need to remember that flags aren't seem on flat computer screens or books but out in the wild flying and in that scenario, motifs in the fly are never or very very rarely seen. Bad design.
