How exactly does a nerve agent wipe out zombies? And couldn't the Russians have waited for winter to freeze them solid, then smash the frozen undead?

Because they aren't dead. They are like the L4D horde and the last of us horde; the zombies technically use the nerves upon the host to give itself the ability to move and spread the disease (the "Zombies" usually would relate to control fungi or viruses like the rabies virus) . Giving the "dead" the nerve agent would make it so the nervous system would shut down completely thus nullifying the threat. The problem would be that the hordes are moving in herds at a vast rate, and that is because they might find sustenance or new hosts to keep the virus moving. Taking them out now would guarantee a threat would not be there when 6 months is over while waiting might lead the strain to go down south where it can spread faster.
