Comic Homelander wasn’t even that evil initially since most of the bad things he supposedly did were done by black noir. The only reason he became evil was because he had an identity crisis upon seeing those things and thought he committed them.

Yes and no, comic Homelander is evil because he believed he's had no redemption from the things he's done (the worst being done by noir), but the plane incident was the moment he realized he has no idea what he's doing and is just the start of his downward spiral. He wanted to be a hero but both Vought's incompetence and his own shows he was just a failure.

Early in his career he genuinely tried to be the hero everyone wanted him to be but ontop of his horrific childhood in isolated lab conditions with no parental figures and being experimented on there were crimes being committed by "Homelander" such as raping Billy butchers wife and eating a baby but doesn't remember committing them leading him to not trust his own mind and leading him further into psychopathy. As it turned out it was Black Noir revealed to be a clone and framing homelander to torment him and get vought to give black noir his place as homelander as he was created as a contingency if homelander ever went bad (as in out of voughts control) In short he tried to be good for a while then completely gave up on it
