Would rather vs Had Better (DIFFERENCE between WOULD RATHER and HAD BETTER)

Hi sir, thank you for this video.. I have one question i.e., In negative sentence with one subject , you have used first form of the verb for present ..so sir why we can't use past verb for past... for instance., I would rather watched (for past ) the movie in cinema.. Instead of writing this why we write .. I would rather have seen the movie in Cinema..{ I know that we use past verb for present with two subjects sentence..e.g., I would rather you didn't call me.
