How? He was literally just giving instructions on what to do given that a tornado was approaching, as any new station anywhere does. Also, tornadoes in Chicago are rare. They have happened, but they're rare; it's mostly just extremely windy in Chicago - almost never tornadoes. So, most people living in Chicago probably have NOT seen a tornado.

Idk how to describe it one time I was at chilis and the tornado ripped through across the street and we kept eating and watched it. Tornadoes were so common also I don't think the tornado was on top of them cause the hail would have been massive.
