If you watch the preview, all drivers they interviewed said that Turkey is a new challenge but they all agreed it would be an easy weekend. It's not scariness but underestimation, I think.

Aren't onboard Fire suppression systems compulsory in WRC?

the car has fire retardant materials and they carry a fire extinguisher (there are some cases in which they cant find it though...), given the fact that his car was on the edge it might have been too risky to fetch it, or that the fire was too agresive they didnt have time to retrieve it before it was dangerous to go inside. Regardless of wrc regulations, its easier/cheaper to carry a two pound fire extinguisher than seeing the car go up in flames, so they do it out of common sense.
