I wonder if you had trouble with the fact that, until recently, Dutch law stated as the only in the world, that Dutch shipwrecks remained Dutch property. The fact that a ship was wrecked or not did not make any difference (until recently).

Its pointless hunting tresure in Australia because its ileagal to keep treasure in Australia iv heard any thing under 100years old you cant keep even if its in ocean usa has same thing but not as strict
