Wrecking Crew wasn't meant to be a Mario game

The first Doki Doki Panic?
Yoshio Sakamoto had the idea to create a "puzzle action game" centered around breaking walls having no ties to the Mario games, intill Shigeru Miyamoto was shown the game and suggested to add Mario and Luigi
since people recognize them from Mario Bros and Donkey Kong Frame.
Flyers were printed with the unnamed characters as well screen shots of the beta version, these screen shots would be featured on the updated Mario & Luigi in Wrecking Crew flyer and most of the unused sprites are still in the rom.

I actually Had no Idea this was an arcade game like Donkey Kong and Mario Bros. And, I had no idea there was such a Thing as The Nintendo Vs System.

I think that's meant to be the faster fireball kinda like how it works in Mario Bros, one of the other screen shots shows a red fireball too, so both might be in the final game still tbh I haven't got that far in yet lol.

Still Mario and Luigi though. The game and Watch sprites didn’t have moustaches either. I mean going by these vs art the Koopas are seal turtles…looks at their flippers in game…wait a second.

It was clearly edited into a Mario game due how popular Donkey Kong and Mario Bros were, kinda the only reason people remember this game, as for G&W that's due to the simple design of the sprites the actual art work on the handhelds show their moustaches... then again that might of been another game that got turned into a Mario one seeing how it has little to do with the Mario Bros arcade game it shares the name with
