"Allied with Roman" for Brock. If we wanna do the anime "against all odds" storyline for Cody, have Heyman be a link between the two, offering Solo's help in Brock's match vs Cody. Brock doesn't accept it but when Cody takes him to his limit, he takes the cheap win due to Solo's interference. Then Cody feuds with Solo, who is still angry because Cody looked down on him and handled him his first loss on the main roster, Solo expects help from Roman but is left alone (Usos at this point could turn face with Jey going after the title) which results in him going face as well, now backed by his brothers and going for the gold himself. Meanwhile, Cody fights Brock in a rematch with Paul Heyman getting injured when he tried to interfere. Because there was nobody in his corner, Roman barely snatches a win with a low blow behind referee's back which results in Cody vs Roman and Cody finally winning the big one. Heyman is destroyed by Roman on SmackDown after the PPV and Brock comes to his help, turning face/tweener in a process with Heyman turning with him (bring the baseball cap back!). It would probably result in another Roman vs Brock but not for a title, just instead have them open the PPV with a hot, testosterone filled match (either normal or Extreme Rules, if Heyman would like to make that reference).
