Billy Miller did a gig at Capers one time many years ago. I’m sure he was on something at the time because it appeared he was hallucinating when on stage playing his guitar. I cannot remember who the other member of the band was at the time, but Billy kept laughing to himself as if he was stoned on marijuana or something. A few people that were there noticed it and mentioned it to me that night.

Seriously? I'd be more surprised if you said he wasn't on something LOL Did it affect his performance in any way? I'm not sure why you're saying this because it's quite common. Entertainers have easy access to drugs and some fall by the wayside because of it. I don't drink or do drugs and I don't judge those who do. It's their choice. You obviously need to get out more.
