As a deputy emergency management director myself and a volunteer firefighter this guy is way out of bounds. First off it’s the chiefs fire scene and the chiefs call. He seems to be freelancing which anyone in the fire service knows is a big no no. If I were the chief and he tied up the radio with guys doing interior attack in deteriorating conditions he would have a radio in nice little pieces when I was done with it. He is also self dispatching which is a no no as well. From Emergency Management standpoint about all we would be doing for a routine house fire call would be setting up a shelter if needed for the residents assuming there is a large number or residents affected. This guy seems to have absolutely no clue what his job even is. Pull in the rains on him or get rid of him.

Just a simple correction the chief is not always the one in charge of the fire scene. so the correct term would be Incident Commander or IC. I agree freelancing is dangerous and stupid. Self dispatching is also a bad idea because then others responding don't know where he is travelling code three which causes vehicular crashes. The job of emergency managers is to coordinate resources and get them to the fire scene as needed; not fighting fires!

I have been an emergency manager since 1996 starting my career in NYC and this guy may have the title but isn't qualified. It seems to me that this guy has not been trained to be an emergency manager nor knows how to stay in his lane. Probably a buff and first responder wannabe getting in the way of those who work hard. Emergency Management is support and coordination only. This guy should be going to the Fire Chief and asking where the department will need support if the time comes when resources are running low. Emergencies and disasters run much smoother when EVERYONE stays in their designated lane. Competency does not stand on the successful shoulders of others and this fire department has every right to stand their ground.

Intreresting story. I did some searching on him, he was a firefighter for 30 years before taking the role of Emergency Manager. Guess he was confused on his role as EM. There was an agreement made between the fire union and the city that more clearly defines his role NOT to be doing what he did pictured here.

Who's to say his employer doesn't allow it and the FFs are being territorial? Depending on who he knows the complaints won't go anywhere and the complainers careers will all suffer final destination styled deaths. Somebody mysteriously becomes a disciplinary issue and is drummed out...someone gets passed over for promotion...somebody keeps gets a shit assignment...somebody's transfers keep getting denied. This happens when you blow whistles and get outside entities involved. Now then radio issue is a nono but if he's helping with light duty tasks Whats the issue ?

@CodingCrusader1095 Yes you can, interference of an official operation by someone with no jurisdiction in said operation is an arrestable offence regardless of how high up you are, the Law Enforcement are there to enforce the law set by the state/courts, not city/county rules, and if a Fire Marshall happened to be on scene he probably wouldn't hesitate to make the arrest (Yes, Fire Marshalls are 99% of the time also sworn in Law Enforcement agents so they can do their job properly).

@ coding crusader1095, I would think as a Police Officer you should then know that there are laws in place (maybe not in your state penal code) that prohibits this. It’s typically worded such as “interfering with a public official during the discharge of their duties” or some similar wording. In many places it’s a simple misdemeanor but in others it can be a felony charge or conviction. So the bottom line is, yes, a person can absolutely be arrested or at least detained for questioning at the scene of an incident. It seems in this instance that the OEM official is acting out of his job description. I can tell you from 29 years in a public safety department (police/fire/ems/corrections combined) including the position fire chief, that any help is appreciated but that help needs to be provided in the right manner and in coordination with the Incident Commander’s plan.

Prior to 9/11, only the University of North Texas had an Emergency Management & Disaster Preparedness class. I took all my senior courses first. They were pretty much all the same except for floodplain management. I had been a firefighter for 5 years at that point. We held tabletop exercises that were not realistic, like getting five engine companies from a town of 1200 people. Now you can buy this degree everywhere. If they have no Fire/EMS/Law Enforcement experience, they are clueless. But because they have that degree they are making payments on, they pretend to know how to run an EOC and scenes. It is a nationwide problem.

I'm working on my law enforcement technology degree and have applied and taken exams for several police departments. At the moment I'm a volunteer ambulance driver and I'm also working on my emt license and intend to go commercial per diem. I'm also planning to join my local volunteer fire company because they're hurting for young recruits. The reason why I say this is because I eventually want to get my masters in disaster management, down the road. However, I get so many people saying to me "why are you doing all this? There's no point, etc." And I simply want the experience, because what I've seen so far has opened my eyes. Just my 2 sense.

Irish Phoenix I've done all three for far too long. Get your Master's degree in something else outside of the emergency services just in case something happens. I was in a near fatal car accident where my body armor crushed my chest because the air bags didn't deploy. A dozen surgeries later and I'm on full duty but in constant pain. You can always get a certificate in Emergency Management. Trust me, you will learn the same amount without having to sit through classes with different names that are all the same. We did tabletop exercises that were so unrealistic because only a few had real world experience. Emergency managers that have never responded to an emergency are scary, like the guy in this video. You can get it from the FEMA independent studies program on their website. The education bubble has burst with the onslaught of online degree programs and employers are finally getting it. Worry about a Master's later. Get in one of the fields and get real world experience while you are young. Stay in each rank until you have mastered the rank. If I had to do if over again I would have gone the firefighter route as a career and been a reserve police officer or sworn fire investigator instead of being a career cop and volunteer firefighter. You can go the fire investigator (sworn, where you have a peace officer license or your state's equivalent.) You won't make many arrests in your career, maybe five a year if you are lucky. I work in a city in the top ten on population list. I'm at more than 2500 arrests.The problem now is how toxic law enforcement has become. You can get indicted on a "good" shooting, even though you did nothing wrong. You can fire three shots in under 5 seconds. Grand jury says the first two shots were okay, but the third shot was bad because in a single frame on your body cam the suspect is throwing the gun down. The gun hasn't even hit the ground when you fire that third shot, but that single frame, one of 20 or 30 per second, shows that gun falling from the suspect's hand as you fire the third shot. That really happened. An officer was indicted and put on trial for murder. He was found not guilty, but his life is ruined. I hope he sues and gets a few million for that crap. Use of force is never pretty, but you can rip out sheetrock and a ceiling at a fire and not be accused of excessive force (or excessive destruction.) Keep an open mind and explore all your options. Best of luck to you. Be careful.

OEM is a branch of the Incident Command system. OEM is typically not an emergency response agency. They are typically called to large scale events, not a fairly routine house fire. OEM officials operate within the Command structure and under the direction of the IC not above.

Is it just me, or would there be no problem if the guy kept out of the way of firefighters and their operations, and instead actually helped by directing traffic / public away from the fire at a safe distance, until the police arrived and took over for example? In other words, the guy isn't trying to help, but rather seems to have some sort of self gratifying ego that needs to be fulfilled. Or is that still going to get in the way? Wouldn't have a clue hence why I'm curious.

I will always stand by the belief that Emergency Managers need to spend at least 5-10 years in a Fire Department, Rescue Squad, or EMS Agency as a Firefighter/Technical Rescuer or EMT-B minimum regardless if they have a degree or not. My County EM never went to college, and has been doing this for 40 years, 40 successful and notable years of service as the EM Director and previously as a Fire Lieutenant, and as a still active Volunteer Firefighter. Otherwise we are going to get a bunch of naive EDM Major’s who just graduated college taking over who think they know everything and can do anything because they have a sheet of paper.

When I was a volunteer fire fighter , I was as well an EMT , and a company officer (director) there were two of us at the time . I was put in charge of the equipment as well as my fellows safety and security of the rig, equipment and crew . I took my responsibility and position seriously . We had out mayor come out on a call one time thinking he was going to act as emergency director on the scene , he did all of the same this turd did , he got on his hand held and decided to step all over both of our frequencies (both public and emergency opps channels) our EOM had their own two channels so this was very egregious . I caught sight of him interfering on the radio as our chief was having our crew evacuate from one area of the blaze , so I took it into my hands to walk right over to him and knock the radio out of his hand and promptly proceeded to step on it crushing it , Then he opened the door to his truck and grabed for the radio I got that from him right away pulled it out of his car and stomped it too , told him he was done talking to people that night and he should go home . He came back at me a few minuets later with the chief of police told me I owed him money , I told him he was right , yes I did owe him some money , and then told him I'd bring it right in to him the next day and would shove it all the way up his ass , he said " never mind , we're square " never heard another word of it or of him on our transmissions again . I'm not saying my way was the best way to go about it , but sometimes it takes a crazy soul to do what need to be done , the things no one else wants to do , you know .

Alive n Well and Happy True! The FD are in a "True Emergency"! His interference could have cost lives. Both emergency responders and society. Fire Chiefs should be in charge of scenes not a Deputy Director of the CEO. He assists the Emergency Management Director in advising the Chief Executive on all Emergency Management matters and related laws, rules, regulations and requirements and should not be responding to basic emergency situations I'm happy to say that the FD are fighting these types of situations. I was wondering if he's qualified to drive an EV in true emergency, because if he wasn't then the FD could've used that.

If you want to fight fires, go to emegency calls then join the Department as a FF and get fully trained, obviously this guy is a "wannabe" but this dangerous behaviour by him and GROSS NEGLIGENCE by the County and the State. I hope it has been sorted by this time.

He was actually a firefighter for many years. He is not a firefighter anymore though and has no business interfering with scenes. Chances are, he misses the job and wishes he could continue at his current salary as EM, but that still does not excuse his actions.

I ACTUALLY DO NOT SEE A PROBLEM with him responding to calls. What I see a problem with is him knowing his place. Since he is a 30+ year firefighter, if he is first on scene, he needs to hand the scene to the next fire officer who arrives then ask if he can help. He is the man ultimately in charge of any fire scene but he is an executive. His role is to receive information from the incident commander and be the liaison between fire and the other services as well as assist in dispatching other manpower and also taking charge of the incident if it becomes a situation large enough. His role is also to inform the other executives at all levels of government. His role is not to grab a fire hose or do overhaul. This is like the Mayor showing up to a homicide call. Are the police going to tell the mayor to go home? These firefighters are lucky they have a union backing them up because when you tell the boss to go home, usually you get fired.

IN this case, however, the DDEM needs to have some serious re-training. He needs to be more calm and professional - OEM is supposed to respond to incidents and coordinate all agencies. In this, however, I can see the flame jocks side.

Emergency management does not have that authority usually on a fire scene. Emergency managers coordinate with fire command to get needed supplies or other personnel. They don't do anything as far as fire fighting operations or get on the radio. The fire chief has ultimate command on a fire scene and out ranks everyone.

Sorry but this is part of the problem. Non emergency personnel are allowed lights and sirens on personal vehicles and volunteer fire/ems are allowed courtesy lights. Fire incidents emergency management has no need to be there. They're there for pre planning and large incidents like hurricanes and floods. Large fire scenes command units and task forces are already sent with people who know about this kind of stuff and have spent their whole lives doing this and many years of experiences as fire officers. Connecticut needs to wake up a little bit.

I see shit like this all the time, some egotistical fire cheif comes in, and sees someone he didn’t call there and throws a tantrum over it, its literally his job to observe the effectiveness of that department, whats wrong with him lending a hand? the guys a 30 yr vet firefighter.. hes not an idiot thats gonna get in the way, now obviously idk the full situation it’s possible that there could be much more to the story, but truely and honestly its not that big of a deal, our countys ema is a 20 yr firefighter paramedic, responds to any major wreck, fire etc in any 12 fire departments in my county, no one has a single issue with it

Nobody seems to realize that this is a very one sided “report”. I’m not saying that he’s right or wrong just that this is a very lopsided report if you could call it that. They don’t even mention the man’s decades of fire fighting. A LOT more to this than is being reported and that should concern everybody. I’m sick and tired of political reporting and I don’t mean reporting on politics I mean literally being political.

What’s the big deal? I’ve been a firefighter for 20 years, Emergency management has always been helpful on fire scenes at every department I have ever worked at. They are very helpful for things like logistics, planning, safety, things like that. Sounds like these guys just want to throw their suckers in the dirt for something. He’s EVOC certified, he’s no different running lights and sirens to a fire than law enforcement is, and we don’t have a problem with them. From the outside looking in, I think there is some kind of personal vendetta against this guy. And why are firefighters screaming on the radio about flames rolling over their heads, happens to me every time we make entry into a house fire, it’s our job. Sounds like a little vagisil might fix this problem.

He’s the director of EMD so he has every right to be there, as does any citizen or member of the press. As far as responding CODE to calls, I’m not sure what the laws are or if he’s allowed to go so, but imagine he can. So I’m not saying the guy is correct in everything he’s doing or did, but he’s the director of EMD! It’s his job after all to make sure the area, his assigned area is safe during emergency’s!

The director of emergency management should not be in a dangerous environment without proper PPE. In most agencies emergency management only assists on scene when there services are requested. They are really good at setting up emergency shelters, not putting out fires. That's why we have fire departments. I have a feeling you aren't a union FF or a FF at all. You are out of your element.
