VDOT admits improper charges from E-ZPass Flex on I66 'is a problem,' private operator was not 'prep

Do the other HOT lanes in Virginia use sensors to detect the number of occupants? I was under the impression that I-66 inside the Beltway, I-495 and I-95 all operate on the honor system: if the EZPass Flex tag is in HOV mode, no toll is charged, and the only enforcement is by Virginia State Police doing spot checks on the roads. Is that accurate? If so, why can't they adopt this model on I-66 outside the Beltway until they find a way to reliably detect small children using the sensors? Also I think there are three or four companies and agencies managing all the HOT lanes in N. Va. Was this a good idea? Why can't a single company or state agency run all of them, using the same equipment and policies?

I hate EZ Pass VA in its entirety. No state does what they do to charge drivers. You go to 7/11 and they charge you for it… why is there not a consistent price? The prices always fluctuates and goest to almost $20 sometimes
