Yes maybe its too strong to say they "needed" each other, but those 2 legends were made to fight each other. They just clicked, both masters of telling a proper story in the ring. Taker was an overwhelming force, but not invincible. He needed a rival who could take and sell the relenteless beatings in the ring, while still being a real danger for the Undertaker. That was Shawn (+ Foley and HHH).
