It’s not complicated. Start a database. Much like sex offender registry. Once a cop is terminated, their name and birthdate go into a database that lists the department they were fired from and why. If any other department hires that cop, the chief is automatically terminated, that department is fined and the officer is terminated. That would start a culture in policing of not hiring terminated ex-cops.

Odd that the the civil branch responsible for investigating crimes do such a bad job of investigating potential candidates. Departments are complicit by allowing officers to resign in lieu of termination.
