I tested with dummy. Here's the result Used:e-q(shoot)-a-a-q(returning) 1st core(dummy with 1000hp, 40 magic resist) Stormsurge = lich bane >>> nashor 2nd core(dummy with 1500 hp, 50 magic resis) lich+nashor>stormsurge+lich but if you have sorcerer's shoes, storm+lich is better 3rd core (2000 hp, 60 magic resist) lich+nashor+rabadon>>stormsurge+lich+rabadon(doesn't matter what shoes) 4th(void), 5th(zhonya/banshee,shadowflame) Still lich+nashor is strong. But, if you didn't get 1200 gold in early game so you can't buy large rod, you can't clear minions at level 7, you will deal weak damage. Then you will naturally not get much gold, and the item build will be ruined. That's why in the description, xiao lao ban says "if you can get 1200 gold in early game, go lich nashor. if can't, go stormsurge lich. I am Korean so my english grammar maybe ruined.
