you can also use 2 sim when you are on Xiaomi.eu and Fastboot and Recovery are two different methods to install the Rom. Fastboot needs a PC with every update, TWRP is installed on the phone and works on the phone.

Sounds strange, if nothing works, try it with FASTBOOT method. It is easy. Download the rom on Pc, extract it and click the bat file you need. WIPE DATA AND NEW, if you want a fresh install or UPDATE for an update. Just boot your device into Fastboot, press the bat and finished.
