12:59 glad to see the world leading gran turismo penality system is alive and well. The dude goes on a 20 second rampage slamming into every car on the road and gets no penalty at all, yet at the start of the race he puts an inch of tire on the pit line after being pushed and gets slapped with a penalty. I really think the only way to fix these kind of "special" drivers would be to either have a penalty system that WORKS, or to just have damage enabled for all ranked playlists where a single intentional ram would likely end the race for them.

Online racing games should have same kinda overwatch system as csgo has, mass of players reviews reported player, and mass chooses if they get penalized for their actions, some ends for 45 day ban due griefing and some perma banned from the game. Would work for racing so well.
