The Admirals at the moment are probably the strongest they ever had, or atleast since Sengokus admiral era. Jimbei said that the marines are even stronger now than they were back in marineford. We also have two Vice admirals on the admiral level (Chaton and Momosagi) they should've replace Aokiji and Akainu before the World Military Draft but after that they had Fujitora and Ryokugyu.

When Drake talks about Vegapunk copying Kizaru's ability into the Pacifistas, he doesn't mean that they literally have the power of his devil fruit. Vegapunk just replicated how a laser works by studying it through Kizaru. It's the same as if Franky had studied Ace to be able do breathe fire. But since fire is easy to produce and lasers aren't, having someone with that power to study is valueable to a scientist.

After that here I leave a few nerd facts: the three admirals' names correspond to Aokiji, Kizaru and Akainu which means, in that order, Blue Bird, Yellow monkey and Red dog and the are based on the three animals that travel with Momotaro (very famous japanese folklore).
