If you guys go back to the first episode and watch the scene with the leftover council, there's an overhead shot which shows the council room and you can see a perfect circle around Mel's seat where there's no damage. Everywhere else is covered in cracks, dust and debris but not around her. So Mel definitely has some kinda magic that activated on instinct, hence why she and Jayce survived. Also, a small detail that'll punch you in the gut: the drink Vi and Jinx's mum has is the same one that Jinx has multiple times in the same cup

Man worked with Heimerdinger, created Shimmer and the creatures we see today, is the reason Victor is infused with the Hextech Rune, he saved and put genetically modified Jinx, saved Vander from dying, and he's likely the person who saved Silco and got him addicted to the drug so he can fund his "projects", he got the attention of Ambessa through Vander because he knows she'll fund him. If you go back and look at where each council member was sitting during Jinx's attack, you can notice that only the people right next to Mel or across from Mel survived the explosion. Shoola (bald black woman) and Jayce were sitting next to her. And Salo was sitting right across from her. Everyone else died. Her side of the table was also in mint condition.

I love how we see Warwicks backstory about him being Vander thats so crazy and i knew Viktor was going to be evil but was curious on how it happened

If you go back to episode 1 of season 2, there is a birds eye shot in the council room after Mel speaks with Caitlyn about how her mother was a good person. It showed a circular area where there was no damage to the structure including the floor and it was by the window where Mel was standing. However everything surrounding the circle was where the blast impact could be seen. Really subtle foreshadowing in why her and Jayce were fine and everyone else was not. Another small detail I really liked about this episode was Silco's hair in the flashback. You can tell that Jinx's hair clearly had been styled by Silco as she was growing up.

I could be wrong, but I think the leg brace was related to one of the attacks - if not the rocket attack on the council, the chem baron's assault on the memorial service.
