Of course, Ukitake and Kyoraku are basically sons to him, even if he's fighting mod soul copies of them, he probably can't bring himself to really go all out, even he admits that the Reigai are frighteningly similar to their originals. Same time, because of how the Reigai operate, being basically perfect clones, both the fake Shunsui and Ukitake probably aren't entirely comfortable doing what they're doing also, even though they have no choice in the matter.

Poor Yama, 2 main fights been countered by his own zanpakto: 1st. Trying to block the explosion of his ultimate shikai ability; 2nd. YNWCH absorded his bankai and used this power to cut him down😢. I like this character and his abilities, but Tito Cubo stomped him...

Because he didnt deem the situation to be that urgent. And his bankai is so destructive that it would have wreaked the Soul Society. The reason he pulled it out during the TYBW was because that threath was so great that his bankai was his only choice EDIT: Also biggest reason is real world reason. This is a filler arc that came in April-October 2011 Yamamoto's bankai was first shown in December 2012 (japan release) If they revealed it early, the impact Kubo wanted wouldnt be there
