Honestly, from a story point of view its pretty cool. From basic vigilante, to fallen hero, to the mayor. It wouldnt fit Cody's character to just get released from jail and go back to wearing a white t shirt and blue jeans again lol. In SF4, he'd purposely return to jail cause he's felt like thats where he belongs. It makes sense that Haggar would have to pull him out of jail, clear his name, and give him a second chance at life. While I do think that Haggar giving Cody his Mayor position is a bit of a reach, it does develope Cody's character a bit further being that he cant just go picking fights anymore because he has a reputation to uphold.
