what do you think is the best way to nerf viktor without putting him back to how bad he was before VGU?

I'm not sure, I think it's hard to balance this champ, and when pro play begins he will be perma pick/ban and get nerfed to oblivion as a result. Maybe increasing the time it takes to get the evolution because right now you can get it around 7 minutes which is really early
