There's a very good video essay about the language used in the show Deadwood and the Old West period in general that i highly recommend. The main points that they made were: 1) while yes people didnt curse in polite society as much (at least in public) in frontier western towns like Deadwood or, say, Valentine as a good analog, cursing was just as prevalent and vulgar as it is today. Most of the words we think of today existed then (indeed, "fuck" goes back to the 13th century) but because cultures were different, "shit," "fuck" "cunt" and any cursewords that had anything to do with anatomy/sex were only just starting to become as scandalous as words like "damn" "godamnit" "hell" etc which were worse because of blasphemy and the seriousness of the church. By 1899, plenty of people would say "fuck" but more often then not they meant it more as a literal verb than a random expletive "you kin-fucking-bastards" being a good example. It was vulgar and only just becoming as serious as "godamn" at this point, but still would be considered more of a dirty word like how we see "crap" or "piss" now; bad and crude but not that offensive to most. So ergo, the rarity of "fuck" and its more literal use in RDR2 makes sense for the time period, not because people cursed less, but more so what people found more offensive was different back then.

I remember some of the cast members talked about all the research that went into the game to make it historically accurate, and the reason they don't use fuck as a curse word, but rather damn or hell, is that fuck really didn't become a common curse word until later on (at least in America), and wasn't commonly used as an adjective (like "this fucking guy" or "where's my fucking money") yet. They did however use it in its verb form, which is how Arthur uses it here, and how it's used in a song in camp (in One-Eyed Riley they sing "looking for the man that had fucked his daughter"). You can hear Lillian Powell (the old socialite that hangs out at the fancier bar in Saint Denis) say "oh great fuck!" at the mayor's party though.

The owner of the room and the money is in the saloon. The deal was you're supposed to grab the money, give this guy half. The game gives you the option to give half or keep it all. In the case of this video Arthur keeps all. Days later the cowboy in the video knows you lied and kept all the money so now he's wanting the money or he tries to shoot you.
