No they are in game on console. The random words you find in red inside draws or cabinets are the key to unlocking them. You can open the menu on the home screen in game, but you can't save the game when you activate them.

Also these cheats are only beneficial when you're a noob. As John in 2nd epilogue I have every ability/ benefit from the cheats.
