As I understand it that was a 0 frame reset, so the game didn’t register the combo ending ,but registered another combo starting, so the counter didn’t go down but didn’t count up either

it's actually 2 combos. saibamen can set up these really weird "restands" where the combo just ends due to hitstun, but instead of being knocked down or able to air tech, the opponent is standing on the ground again. they are technically able to block or reflect, but in this case the opponent just got hit again. that should explain the aburdly high damage. as for the combo counter freezing up, I can't tell you exactly what happened.

saibamen (specifically the Grab and the spit) force the opponent back into a standing position at specific amounts of hitstun. this is called a restand. The actual combo ends with the restand. after that, the opponent is able to block, allowing for strong mixup. I am not entirely sure, but the opponent either just didn't block or got hit immediately after blocking a hit from the saibamen. but either way, the reset happened so quickly that the combo counter just froze until the follow-up combo reached the same number of hits. TL;DR: it's not one combo, but a reset and it's so tight that the combo counter just broke for whatever reason

there was an extremely fast reset; it's not just one combo. the game didn't know how to handle this for some reason and decided to just wait until the follow-up combo got to the same amount of hits, they started counting again.
