I have always felt that Dragon made the most sense for having the highest bounty. He's not a Yonko or Warlord, so his bounty would never have been frozen. He's also trying to overthrow the government, and is actively recruiting those with an ax to grind for the Navy and World Government. That alone should add a lot of bounty to his existence. Their very existence is an embarrassment to the Navy and World Government. Then there's the fact that the Revolutionary Guard hid from the World Nobels for so long without being discovered that it must have been seen as an embarrassment to the Navy.

I am inclined to agree with you but you have to remember that Blackbeard is already a threat on another level. He absorbed the ability from the most powerful man in the world, he's the only person known to have two devil fruit powers, and he's been hunting devil fruit users all over to steal their powers and make an even more powerful crew. Well, he was a worst generation that did the following 1. Take down a whitebeard commander 2. Betrayed the world government in the middle of a war with a yonko after practically forcing his way into the warlords 3. Steal the kill of whitebeard from the WG 4. Become the first person in the world to have two devil fruits 5. Also the fruit he stole is considered the strongest paramecia. 6. Became a legit yonko 7.Kicked the asses of the remaining whitebeard pirates All in as little as a few months, or at most 2 years (depending on how long the whole yonko thing took) I think that is a pretty good bounty for how active he is. As for kaido and BM, they kinda just stay in their countries, they aren't actively fucking with the established order, so their bounties may have stagnated for a while.

It fits him... your Bounty is Given based on the Threat you hold to the WG as a Whole... if your only able to disrupt some small country your not going to be worth much.... it’s the strength you hold + the willingness to use it against the government. They needed to build up their individual reputation and strength, make inferior pirate crews their subordinates, set up vast intelligence networks and Underworld connections, take over New World islands, and increase the strength of their respective crews. Big Mom as a 6 year old rookie pirate had a 500 million bounty, was deemed more dangerous than Cipher Pol, and already created Zeus and Prometheus. She was a Rocks crewmember at least up until the age of 28, which was before she created Napoleon and fully established the Big Mom Pirates. Can you blame anyone for being bothered by this claim? Big Mom and Kaido should easily have 3 billion+ bounties.

It just doesnt sound right that these two pirate behemoths are even in the same bounty range as the newly crowned yonkou, Blackbeard, since 2 years ago he was basically a nobody to the general masses and he definitely is powerful enough to have 2 billion berry on his head but i just cant understand how BM and kaido who have been around for a very long time arent even above 4 billion.

Well we don't know that for sure yet. Also we should keep in mind, that Blackbeard got his current position and bounty by killing one of the previous Yonko, crushing the remnants of his crew in direct battle and seizing the territory held by them for himself, so it's not out of question for World Government to treat him relatively in the same approximate threat level as his contemporaries. Also also considering how bounty of 1 500 000 000 Berries arguably makes Luffy an unofficial fifth emperor (implying that might already place him among the current six most wanted individuals in the world) and as of now we don't have any definitive glass ceiling for how high the bounties could go in the form of Dragon or Roger's bounties, there's not much point to setting expectations in the form of any specific numbers for bounties yet to be revealed.

Because bounties are set at how much of a threat they are to the World govt. not how much of a threat they actually are. Kaido and BM have their own lands that they rule over. They don’t have grand schemes to overthrow the Govt or find the One piece. Kaido just wants Wano and to kill himself. BM just wants Cake and a family. Shanks was apart of Rogers crews and could flip the script on a whim. Blackbeard wants to literally take over the world.

Well, please do realize that in the many, many years that BM and Kaido were active, they have never really been agressive towards the WG. Where BB has done something that has never been done before, instantly declared war on the WG right after taking out one of the most powerful people on the planet. He also released the stongest prisoners of Impel Down and has been actively fighting the WG and taking over WB's territory in 2 years. A big note is that WB probably had the biggest territory of all the Yonko and BB has been taking most of it. Considering threat levels, it would make sense that BB is on a higher profile. To be fair tho, after Wano, if the rocks pirates get back together(even if it is just partially), they would instantly become the biggest threats, probably more than Shanks. And I mean, if you're going to complain about BB's bounty being so high, remember that Shanks wasnt a Yonko when he lost his arm. Big Mom and Kaido were Yonko before Roger even entered the sea. So if you're going to complain about bounties, why not include Shanks?

I would add that the other factor at play here is that it is not feasible for anybody, any bounty hunter or other pirate crew, to attack and capture or kill BM or Kaido. They are just too powerful- it would take all of CP0 and the Marines working in tandem with the 7 Warlords to even hope to bring them down. So what’s the point of increasing the bounties even higher- nobody is going to take them out anyways without radically shifting world affairs so who cares about the accuracy of their bounties?

Maybe Shanks is the true Final Boss. I can picture it: The one who guards Raftel awaiting Luffy to confront him and prove his strength and prove Luffy is worthy of the title and the great mysterious treasure that is the One Piece. An epic showdown of great proportions, although the world is no longer at stake, this is what all the struggles really have been leading to. Shanks shall judge him and Luffy will try to give Shanks his hat back but Shanks would refuse; possibly saying that Luffy looks better with it on than he did. A dramatic heartfelt moment ensues.

Bounties do not directly represent power, but instead represent a threat level. Big Mom and Kaido have their territories and do not seem to branch out much, instead they build their power base and prepare for an eventual challenge. Teach, on the other hand, is actively trying to accumulate power and is aiming to go after Raftel and become the Pirate King. Too little is known about Shanks, but, with Ben Beckman, Shanks was able to stop two Admirals at Marineford and end the war, plus he can casually stroll through the Gorosei to confer with them. Shanks knows things about the world and is strong enough to force his will on things when he chooses to. This alone puts him above the other Yonko in terms of ability and willingness to do something. Perhaps one of the other Yonko is stronger or has a better overall crew, but Shanks seems better attuned to the world.

I always just assumed that Shanks was the strongest Emperor, even in light of the badasses we have on the lineup, just because of Marineford. He strolled up and completely put a stop to it after having been stopped by Kaidou. So we already know he can either beat or get past Kaidou without being injured too much, since he's relatively unscathed when he arrives at Marineford, and his presence was able to make everyone, even Akainu, stand down, when Whitebeard's presence was what they WANTED at Marineford. Granted, that could just be because Whitebeard already has one foot in the grave, but the dude was still a monster.

It does feel like the over 2 billion point is just confirming that that level of bounty is needed to be a proper Emperor unquestionably without giving out too much. Though if no bounty goes that far above 3 billion then I could see it being more direct rather than being super vague of just the general size of the bounties, but that seems a bit unlikely. I hope we get Whitebread's former bounty to compare to see if Shanks has been top for a while or just got it recently.

I think Gold Roger only took certain people to Raftel or told certain peolpe what it is. I think shank may not know where it is, cause Gold roger wanted him to be a dreamer to have his one adventure . I imagine Shanks' bounty would be high not just because of strength, but because he was on Roger's crew and has been to Raftel. Similar to how Robin got a high bounty just from being able to read poneglyphs. One of my favorite thing about bounties is how they don't have to relate to strength alone. The world of one piece has dozens -if not hundreds- of island-busting fighters. But how many people does it have that can actually change the world with knowledge and influence?

I would even go so far as to say that Shanks has the lowest Bounty of them all as he is the link between the Gorosei and the Pirate World. The status of a Yonko could be the result of word of mouth spread from the World Government itself to stabilize the structure they rely on so heavily. That also would explain why Shanks was able to see the Gorosei in person like it was nothing. They need him!

The reason I feel this is such a big justification is not actually the fact that he has 2 powers itself, but the fact that for all the world government knows, Blackbeard could eat even more devil fruits, TL;DR I think Blackbeard rose to BM and Kaido's bounty so fast because he essentially put himself in the history book of most dangerous people

Ok, not including blackbeard here is my speculation on what the bounties could be for the other yonko. Big Mom 2 bill 700, Kaido 2 billion 9 hundred and fifty million and as for shanks I would say 4 billion. In regards to Dragon, like you said I don't think that just because Dragon is the most wanted man means he has the highest bounty, I think it means that if someone brought Dragon in then they would be able to get anything they wanted and that's the bounty basically a Name your price sort of deal with Dragon.

Lets remember something, that the fight Shanks with Blackbeard a long time ago, that left him the Scar in his eye, was not recorded by the World Government. So Blackbeard back then, when he didn't had his Yami Yami Fruit, was able to injure Shanks. So this shows that Blackbeard's bounty is still much lower as it should probably be.

I think Shanks having the highest bounty of the Emperors is warranted all things considered. During the war of the best he did fight Kaido to get to the battle to try and help whitebeard, at that time even Son Goku had respect for him wanting to bury whitebeard saying that just cause it was him he would allow it. He also used to be the rival of the greatest sword fighter in the canon. It would make sense that he would be considered one of the most powerful as nobody knew besides whitebeard, shanks, and Blackbeard that Blackbeard was the man to give him his scar over the eye. So the government doesn’t know how strong Blackbeard is in relation to Shanks either still. But that’s just my opinion on the matter.

I think it's kinda hard to determine how strong each yonko or admiral is cause during the war whitebeard as well as the admirals really couldn't go all out. Whitebeard didn't want to hurt his crew and the admirals didn't wanna destroy their home plus this was all before time skip. Post time skip you see the admirals fight for 10 days changing the face of an island, whitebeard has the title of worlds strongest man but was way past his prime. So it's jus difficult to get an accurate power reading like we've only been shown an idea of how strong they can be.

The WG definitely has more reasons and interests to prioritize getting rid of Dragon and the Revolution army over Shanks and the Red hair pirates. In fact I'd go as far as to say that he's the Yonko which they need the most and would confront last. Whitebeard and Shanks can be said to have been the "positive, respectable" side of the Yonko balance. This is most evident when taking all the negative repercussions following Whitebeards death into account, which did more harm than good and turned ultimately out to be a futile endeavour by the Marines/WG. Ofc we can't say for certain that Shanks is as much of a benevolent Protector and Presence as Whitebeard(though given what we know of Shanks and his role in the story and Luffy's developement so far, it's a safe bet). However given that the Gorosei were not the least bit alarmed and shocked when Shanks snuck into their base of operations during Reverie , and while certainely not happy but still very much willing to listen to his request, it's safe to say that Shanks is held in a different light and regard than the other Pirates. One of them in fact even outright said; "since it's you, we can give you the time of day." If that doesn't show, that they have more respect or even appreciation for Shanks compared to the other Yonko, I don't know what does.

I'm not sure what sort of number/value some people are expecting the Top bounties to reach. If we take Katakuri's bounty as Big mom's strongest commander into account and correlate his Bounty to the gap/ratio persisting between Luffy and Zoro's Bounties throughout the years,(which was always around 2:3 or 1:2 at best)it would be pretty ludicrous if Lin-Lin was worth close to triple his amount. Granted the strawhat's individual calculated value/threat level by the WG was always pretty inaccurate and off all things considered, but that was due to a multitude of other factors. And yeah as a lot of other people already mentionned Blackbeard caused and inniated so much turmoil, chaos and wanton destruction compared to any other yonko prior, who more or less were at a standoff for decades without stirring the status quo in any significant way that he could be considered a game changer. Putting him in the same league as the other Yonko is no stretch or unwarranted in the slightest.

I think Shanks may have the highest bounty, but Dragon has the most power in terms of people who can cause mass destruction, and he is the only one able to control all these people for 1 cause. Like in your videos when you rank functionally overpowered devil fruits higher than the DFs that can potentially cause the most destruction.

You’re certainly mistaken if you think government forces struggled with 1 Yonkou. He was thoroughly beaten 1 sided. Newgate showed nothing to prove he was above an Admiral. Kizaru literally offered to stop either Kaido or BM by himself

Kizaru offered to go to Wano, not to take down a yonko on his own. If the World Government had that kind of power then they would already put an end to the Great Age of Piracy. I really think you need to re-read Marineford because Whitebeard thoroughly trashed Sakazuki, referred to Aokiji as a rascal and Kizaru was on even footing with Marco. Also he was literally stated to be the strongest man in the world...there's just so much wrong with your statement.

It's kind of underwhelming, to be honest. I always thought of both Big Mom and, specially, Kaidou to surpass the 3 billion mark. As for Shanks' being the highest among the Yonko, it doesn't surprise me at all, I've always thought of him as the strongest. I do, however, think that Dragon's bounty is superior. I'm guessing Dragon's is 5 billion and Shanks is just a bit shy of that, or maybe tied. But I could be - and hopefully am! - wrong.

Mate, it's worth reporting if only for the fact that it confirms that Shanks doesn't have a devil fruit. That is massive news. And according to the translator, there is no ambiguity in the statement of Shanks being the highest. If you have a different translation then hit me up with it, but if you're following this source then there's plenty worth reporting and it would actually be irresponsible not to.

Luffy can claim all the islands his crew grew up on as his protected territory PLUS... the country he saved that Loves him. He know has a full Pirate Fleet. What more does luffy need to do to be recognized by the one piece community as a yonko? Does he have to beat Either BiGMom or kaido?
