The black fabric is called geotextile. Whichever company did the original civil engineering design should have specified the locations where it needed to be installed. Not the fault of the local contractor who was following the plans and scope of work they were given.

Chec needs to apply a second layer of asphalt from the roundabout to Seaforth.

Chec is the main contractor who is responsible for the work. If a second layer is required, why would Chec sign off on the initial work and waited this long to install it or have it installed?
