There was no big business restriction on PPP loans necessarily. There was a cap of $10 million. If a business could show the cap amount for payroll and other allowable costs within a 60 day period, they could qualify. Many larger entities did qualify.

It was a function of the PPP loan process. My business qualified for two loans which were forgiven after I completed the due diligence showing the loans had been used for the qualifying costs. My business consists of three full-time employees and four part-time.

Especially during the 1st round, the underwriting rules were being written on the fly and there was pressure to expedite. The 2nd round, I feel, was more orderly and the underwriting had evolved. There are stories of people saying they were hairdressers but they weren't or faking documentation. None of that is alleged with Planned Parenthood. Their filing would have been reviewed by a lender and presumably was completed by professionals within the organization.

Planned Parenthood was classified as a big business and affiliates of Planned Parenthood we’re getting these loans in the first round and had to pay them back. Rand Paul is saying I turn in the following round of loans more Planned Parenthood affiliates were given loans after it was determined they were not eligible. Rand Paul is just asking why after it was determined these companies were not eligible for loans and were told they had to pay them back then in the second round they were given loans again or companies similar we’re giving loans in the second round. Either way how this woman can come in and say she doesn’t have to answer in oversight committee in charge of this money is ridiculous. The exchange were rand Paul says what letter are you referring to the policy? And she says yes the letter that had the policy then I’m saying is not a policy. I’m glad your business got a loan but there were a lot of businesses who didn’t and money went to companies that it never should have including the Los Angeles Lakers.
