Generally speaking, yes.. knowing their frame data or atleast whats punishable and what's not is very important. Also if it is punishable, you could practice doing your most optimal punishable combo against characters your struggling with.

i havent picked up this game yet but i play alot of fighting games and one thing i recommend is atleast learning optimal combos and attempting them in play occasionally. that extra damage makes a world of difference and can win you a game you otherwise wouldnt have. on the other side of that coin i've gotten cooked online because i dropped a combo before

Learning other people’s frame data comes down to literally just that, you gotta hop in practice mode with whatever character you wanna test that day and look at all their strings and specials. You don’t have to know exactly how minus or plus something is, just whether or not its punishable with Li Mei’s reversal

If you make the gameplay faster in general, the characters don't need to do so much damage per combo. That's why mkx was so good. Ermac was a step in the right direction. When done correctly big damage combos are actually rewarding because they are earned and isn't just dev given Instant gratification and cheap dopamine.
