The bare minimum is a tablet and headphones and software. If you get them cheap $200 might get someone started. All the rest can be added later. I use FL Studio most often as desktop or mobile. I think as a mobile daw is the best. It does crackle during use but once audio is rendered there is no creckle. Crackle happens usually when the CPU is high.
