It's been a long time since I last used Premiere (I prefer resolve nowadays) but having CUDA enabled, I believe lets the GPU do most of the work (thus the high GPU temps). CPU was doing practically nothing (most cores less than 30%). Maybe do an encoding without CUDA enabled and let the CPU take over.

I think you should have the 40-series card on the custom waterloop like intended. It seems easy to be done when the 40-series cards arrive and you place it in the case, but I think you will regret not watercooling it considering you have the radiator already waiting there for it.

Really sexy build and I can't wait for you to get that 4090 in there! That would be something. But the problem with using Premiere and throwing tons of hardware at it is that it will still probably be beat by Resolve and Final Cut Pro with a lot weaker hardware, in both timeline performance and rendering. It'll fare very well in 3D rendering though.

They've each got Corsair Vengeance 3200 Mhz 16 gig sticks in them, but I've never been able to get them to clock any higher than 3000 Mhz. I feel like it's just a limitation when you run that many sticks of RAM in a board. I could be wrong but I did spend quite a bit of time trying to get them to run at their rated speeds before settling at 3000 Mhz
