Because he was an incompetent idiot. 90s Russia was horrible place to live in, with poverty, skyrocketing crime rate, war in Chechenia, rampant corruption etc. It's under him that present day oligarchs rose to power and rooted themselves into every pore of system. While all that was happening, Yeltsin was always smiling and acting like everything is perfectly OK. If he was any good and cometent as president, someone like Putin would likely never rose to power or, at least, he wouldn't be able to last as long as he did.

1. provoked a crisis for the sake of the election campaign (namely, he forbade the supply of food to stores even though they were in warehouses, and did not specifically pay salaries-there is a lot of evidence for this, both verbal and documented. The day after Yeltsin's victory, money came to everyone, and the shops were filled with food). 2. Drank at conferences, and often behaved inappropriately. 3. Absolutely ignored banditry and also other problems in the country, did nothing about it. 4. Engaged in corruption. 5. Gave the place to Putin (Officially said that I was just tired, shook his hand during a meeting with Putin, and generally behaved very friendly. It is believed that Putin bought this place because he was previously a KGB agent and he had a lot of money)
