Starve Lord not their fault period tbh , niles Sampson and his scientists splintered from the government and were working without the authorization of chairman dayell and the cog. Once the coalition caught wind of the illegal activity they sent gears to shut the facility down . Why in gears 5 you see the frozen squads of gears , is because during the raid, the locust began emerging from their containment, thus the battle remains of cog and locust shown in the facility . Niles then conducted a facility wide freeze killing all human personnel, to include the raiding gears, scientist personnel, and himself. Along side most of locust subjects , besides the ones in their tubes. Only myrahh and a few other subjects survived the skirmish and were left to increase the locust numbers over time. After the freeze the cog lost the location of the facility and returned its attention to the conflict with the uir.
