The man apparently needed a hospital instead of being sent to prison. Would these officers treat their brother, father, son the same way? Well since none of those people who are commenting on the scenario where at the scene from the beginning, how can you make such Asinine comments? First, it is obvious that the man is in some for of psychological distress. Now if you were really "MEDICALLY KNOWLEGEABLE," you would know that people in such a condition can become exceptionally violent and exhibit a great deal of strength. It can take an exceptional amount of effort to restrain them. My guess is that they called for backup and summoned some form of transport to get him to a facility that could give him the help he needs. Unfortunately, it could take some time for that to be arranged. The availability of Trained Personnel and proper equipment isn't always immediately availability. I have had to deal with such events as this and it took more time than I expected to arrange for everything needed. They cuffed him because he may have exhibited physical threats to others. They remained there to insure his safety and that of others. In other words, you people who are "ALL KNOWING," not all things are as they seem, without all of the information required to make any form of comprehensive, accurate, and valid conclusion's, "Second Guessing, Assumption, and Preconceived Assessments" are the actions of the uninformed bystanders.

Wait until you have an accident and are seriously injured and the Cop stays with you until medical aid arrives. And then he comes to the hospital to find out if you are alright. Wait until an officer come up to your door with a small child and asks if you recognize the child so they can get him home. Or an officer driving on patrol, runs into a building on fire to alarm and get everyone out to safety. There is an Earthquake and the police spend hours digging through the rubble trying to find trapped survivors or search for a whole day attempting to find a child or someone lost in a forest or trapped on a mountain. Searching the wreckage of a plane hoping to find survivors. Not Police, Sheriffs, Highway Patrol don't care what happens to you. What about the officer who took a bullet protecting you? No, they don't care about what happens to you. Have been to the funeral of a patrol officer who was killed by some addict leaving a Wife, a couple of kids behind just because he didn't care what happens to a "Pusillanimous, and Obstreperous Buffoon?"

*If the transport unit was a city PD then the arrest was taken by the city. If it was a state police arrest then the transport unit would be a state unit. Agencies do not as a practice transport another agency's arrest due to liability reasons. If the OSP transported a city arrest and the city prisoner did something or died during transport and it wasn't their arrest then that agency is now roped into a big $ lawsuit when they didn't need to be. That's the reason agencies do not voluntarily conduct mutual aid services unless there's an official request or contract for "mutual aid". Once mutual aid is invoked it then becomes an official request and liabilities change and the requesting agency would be on the hook for damages. Imagine if a state trooper was "being nice" and transporting a city arrest to the local jail and that trooper was involved in a traffic crash which resulted in injury or death to the CITY prisoner. Regardless of who was at fault in the crash who do you think will get sued?....the STATE. The state and the trooper himself will be roped into a lawsuit for "being nice" and that's the last thing they want.*

The cameraman was suggesting exactly that, and they seemed to purposely NOT call EMT just because the civilian told them to. He would eventually be arrested for sure anyway because he had a warrant against him. Even if they did call EMT and there was nothing medical at issue, then he’d be hauled off in the squad car, better safe than sorry. If he needed a doctor, then it would’ve been a good thing for him to receive the proper care. I realize the police would still have to fill out paperwork, etc., so it wouldn’t be like passing him off, really. Your comment was clearly made with some kind of disdain and contempt for me that I said the wrong thing. Please enlighten/educate me, O Magister!

The cop car pulls out without using his turn signal. Although he was operating his Emergency Lights. Now in my State, emergency vehicles are allowed 4 specific exemptions to traffic laws but only when their Emergency Lights are operating. The interesting part is that proper use of Turn Signals is not one of the exemptions. Thus, if Oregon’s laws on this point are similar to the law in my State, this cop violated traffic laws when he departed.

Believing that the police officers were going to punch his friend, Hill began shouting at police, telling them to "`pick on somebody your own size.'" Hill, 482 U.S. at 454, 107 S.Ct. 2502. Hill was arrested under a municipal obstruction ordinance. In declaring that ordinance invalid under the First Amendment, the Court sagely remarked that "[t]he freedom of individuals verbally to oppose or challenge police action without thereby risking arrest is one of the principal characteristics by which we distinguish a free nation from a police state."

Gotta love that they're giving you "ORDERS" as if you want/need their guidance & I know it's about your video camera but they always point at their camera acting like that ain't it !? Absolute horse~cH!T b/c most folks didn't know they could request those videos from cops but even if you know how you might wait long past a trial or get them in an edited form? You just do not know & when you have your own copy that they can't adulterate, delete, or lose = that causes them Fear. You mentioned medical help.... lol, that kid dies for some strange reason you've got footage alerting them to something all 4 have failed to do !! IDKnow if this kid is suffering a serious life threatening event but he sure LQQKs like he's suffering a mental event/duress of some type & none of these cops can see it? You, my friend, are a threat to them - as you upstage and question their decisions here today? The greatest problem w/ a mental emergency is that it can turn into a life threatening event when these cops misread his need & decide to beat,tase, and all four lay their weight on his body. That's how mental health turns into a serious medical event. Cops misread it & then, "Learn the boy a lesson" ! Hope you find out more about the disposition of this one - I'd like to know! peace

Mental Emergency in this case doesn't constitute an ambulance the nurse at the jail will make that determination.

💯% this man was in need of medical help. Anyone with eyes and a sense of what’s right can plainly see it. When it comes to mental health issues it’s an arrest, detain without medical care because they have to ask for it, release and repeat. This man NEEDS medical care period. Not a trip through the system! This is disgraceful.

It is sad and disgusting. Worse is knowing that this type of interaction/victimization happens hundreds of thousands of times a day in this land of the free. If they weren't out there constantly harming people to create victims, we could have actual peacekeeping and protection of everyone's rights for a tenth of what these garbage people are costing us.

It's got nothing to do with you said the cops. Sorry but what happens in the police is all public knowledge in the end. And if a person witnesses a cop mistreatment of an arrested person. Then of course it's got even more to do with him. This rubbish it's nothing to do with you. You work to protect and serve. So what you do is public
