I was always told by an old boy at my local snooker club (think he was a billiards word champion, years and years ago, probably 50's or 60's) and he said never put side on a ball until you can consistantly make 30/40 breaks, unless you really think you can get away with it, or playing a safety shot. Basically learn to pot a ball straight, before you can start to learn how to control the cue ball on a pot.

He should have won two of them and made traumatic nervous errors on easy shots that made them slip through his fingers. I doubt he likes being reminded of them at all, let alone being interviewed about them. He may also not want to look so poor on the tough table challenge etc, since his game is now nothing like it used to be and that alone can be too upsetting for many players. Do drills of just going THROUGH the cueball. Practice a straight blue, potting the blue and then following through to pot the white in the same pocket! Do that 20 times. Then the same shot but go through the cueball but with screw. Pot the blue and screw the white back into the opposite pocket. The aim is to make sure your following THROUGH the cueball with every single shot. It will help stop the deceleration in your cue action. 20 with topspin 20 with screw. When you can do this and pot the object ball and the white consistently the hips should start to disappear. I'm struggling myself with decel ATM and it's ravaged my game. Just go back to simple but effective drills. The key is to relax your whole body and just put the time in. Leave all the fancy stuff out and go right back to basics....keep everything ad smooth as possible with a still head. Practice keeping your head completely still until the shot is over and Practice playing with less pace, almost just tapping everything in. Less power = more control in general. Hope u fix your issue dude. I know through personal experience it can be maddening. Good luck👊🏽
