It's very likely! PBS did recently file a non-viewer restricting copyright claim on this just recently; it just means the video can't be monetized, but since I don't monetize my videos I don't mind at all. So maybe they're lightening up with the copyright claim restrictions?

Oh yes; Arthur and D.W. and "The Brain" and the Tibble Twins were all voiced by different boys over the show's 25-year run. Even the girls voicing Francine and Muffy started out voicing them when they were kids, and continued into adulthood!

Well, I was watching my Land Before Time version of Rainy Day Finger Play & Fun Songs on VHS an hour ago, and while I was rewinding the tape to the beginning after it was over, it was only about two minutes past the beginning (somewhere at the BINGO song) when all of a sudden the tape unexpectedly ejected automatically, and when I tried to pull the tape out it was stuck, then finally I pulled it out but ended up with tape salad and the tape got badly wrinkled.
