I think when you freeze Berdly in the dark world, you are effectively making him brain dead / comatose in the real world (Which is why he isn't turning into dust in the light world) After all, something tells me that being a vegetable and being completely dead are two different things.

Berdly isn't dead...at least yet He just "fell down", if the Monsteres in DR know a way to save a monster from running out of time and turn into dust, BERDLY MIGHT SURVIVE THE SNOWGRAVE, but if no one finds him by the time when Kris opens the new Dark World, he'll turn into dust

Monsters in deltarune dont turn to dust probably because there is no magic on the surface or in the world, its sealed in the dark world and the fountains are releasing the magic back. welp thats just my theory
