On the contrary the seal allows you to use your spell and trap card zone to summon monsters. So you can have 10 monsters on the field but no other spell and traps besides the seal.

In battle city, tokens didn't count as monster card zone occupiers

Basically the seal allows the user to play monsters in the spell and trap zone.

If you look Closer, you can tell that seal allow you use the spell and trap zone to put monster, which obviously leave you without much spells or traps to use.
