Some voicelines had retakes between storyboard and production

It's also common for a pre-existing voice actor or someone like a director to record the lines until a voice actor can be found. I assume this happens so the animation pipeline can move smoothly and not stutter due to certain lines missing and are unable to be storyboarded and animated @@BlazCn

Probably because they didnt have all the voice lines, so they did the voice line for those characters who didnt have, so the people taht work on the story board have a better reference of the scene, specially their expressions
