AFAIK The Nemo is NOT a GM II. Is a completely new machine inspired by the original GM developed by the Earth Federation. Anaheim Electronics intention was to build a generic AEUG MS similar to the GM and they ended up making a better machine. In fact the Nemo is technically superior to the GM I and GM II which use Titanium alloy armor. The GM II is just a modernized GM I. The Nemo is not, is a brand new generic MS that uses Gundarium alloy armor and a movable frame, as well as design elements and weapons from the Rick Dias and the Hyaku Shiki. Years later AE would develop the Nero partially inspired by the Nemo.

Nero was actually a hybrid between two different Anaheim projects.

The Nemo was developed by engineers who had worked on the GM Sniper II during the OYW, using the GM II as a base for its design. Hence familiar incorporation of features from the GM Sniper II, like the rear leg boosters. The blue and green AEUG colors for the Nemo felt like a merge between Feddie colors and Zeon's, considering how the organization took in members from both factions.
