isnt it inadvisable to cut the barb out liek that cuz it could cut into the barb and create leaks?

Usually, do new hydraulic Disc brakes (NUTT BRAND) come with brake pads already installed? Do need hydraulic brakes need to be bleed before first use ? Thanks

Yes and yes. The nutt brakes I received did come with pads already installed. Yes, you will need to bleed the brakes. If you don't, the lever may have to depress further to stop and the it will also feel a bit spongy.
