actually the "ConPlan 8888" is a real thing, and it does indeed refer about zombies. it was created as a dummy plan for training officers and stuff, because other war plans of this kind are obviously top secret, so conplan 8888 was created for training purposes, as it obviously doesn't have to be top secret, and can be shown to trainees without clearances n stuff but technically if needed, it could be called to use

Northern California is pretty rural, they actually have pretty high gun ownership rates, I mean California does not have many guns when compared to other states but when compared to other countries it's still heavily armed, it's police forces are also the most heavily armed in the country on top of being very numerous and to top it all off California has a large national guard and tons of military bases. The state is a fortress even with lower gun ownership.
