If you watch the demonstration recording in the actual game he also falls for the "character rams into you when they immediately show up" mistake, that character also being Tewi. She is truly the main villain of the entire franchise.

I wouldn't be surprised if Zun isn't just a drunkard but also a stoner as well. Which would make a whole lot of sense the way he programmed the Touhou games. They all look like a psychedelic drug trip. Female characters with vivid colors and unconventional designs, abstract kaleidoscope-like patterns and projectives they release and vague references and themes to Asian mysticism and esotericism. And being stoned would also explain his carefree, easygoing but thoughtful attitude around other people. A solely drunk person doesn't act like that. Drunks are loud, miserable or even violent when they're around with others which I don't see or can't imagine Zun behaving like that.

I don't think it's easy to get weed in Japan. I think ZUN gets his inspiration because he obviously grew in a natural habitat. His work and inspiration is obviously colorful, organic, and full of natural and artisanal patterns. You don't find the tendency towards misery or fanservice you'd expect from Japanese creators who grew in depressive urban hellscapes. So yeah, I don't think ZUN consumes weed, but he definitively grew amongst weeds.
