also if you have a sound card don't use higher than 96000Hz, any higher you will have audio problems (mainly static) and no sound at much higher settings

I don't believe there is social club anymore. Last time I played gta 4 on PC that never popped up. Unless down grading to 1.0.7.0 adds it back? This video is years old so I don't fully remember.

Here is the solution which worked by me. Your cpu fan cabel is connectet to a wrong connector. You should connect it to the one who is called "cpu_fan". On a Asus B550 F-Gaming it is upper the cooler. Hope that helps :)

Mine is connected to the CPU_FAN header. It pops up regardless. I still have this issue for about 5 years now. Had to do this method a couple days ago. Just because you found a fix doesn't mean other people won't have this issue. So no this tutorial isn't bad. Anyone who knows how to build a PC know what's header to plug their AIO or CPU fan into. Many people have found this video very helpful.
