I never could figure out how to get Rex as a companion. During my playthrough, I sided with the NCR. When I finished that quest for the Kings (where they agree to make peace with the NCR) everyone turned hostile including Rex. I reloaded saves so many times but it never worked. I had no weapons equipped either.

From what I gathered, the sentinel site is based on the Stanley R. Mickelsen Safeguard Complex in North Dakota, which was a part of the Safeguard (Sentinel?) program. There was supposed to be a similar one near Sharpner's pond in Massachusetts, but they only got started on the foundation when the program was stopped.
