could you use strings like from a crossbow to shoot the hook?

For about a year now I have been contemplating building such a hovercraft and use ground effects to make if fly a foot or two off the ground. I have seen it done on lake surfaces with planes not much bigger than your craft. Air inlets for wing lift would be necessary . I would switch everything to electric motors and ditch the fuel and the lagging jet engines and use instant response 3 kilowatt outrunner motors with 18 inch props. your skirt design is really good and very clear. 3 kilowatt motors are very small but produce about 4 horsepower so I expect you might get as much as 30 pounds of force from those and could use one in the saddle area to move the craft left and right for straifing. And you will need duel paint ball guns. For the lift motor you will need maybe a 13 kilowatt motor, that would be 16 horsepower or a bit more. If you really wanted vertical take-off you could use 3 such motors, one behind the seat and two in the wings ....that would be a total of six motors. You would need a hefty 48 volt 100 amp hour battery for that job . I would still try for the ground effect and some kind of wing lift. Great job so far, I hope you found ways to improve it.
