It tragic that so many decisions allowed him to continue his terror. The little girl was saved due to an amazing man but her parents would not let her testify. Woukd not even let her talk about it. Breaks my heart. The victim who didn’t report it as her mother fragile. How sad she was violated and felt had to protect her mom. She knew him and other witnesses so a case that actually could be won. These decisions allowed RA to go on committee more crimes. Not blaming the victims. Just that it’s sad and tragic.
